Position Purpose

Reporting to the Director of Programs, the Data & Evaluation Manager (DE Manager) oversees data collection and program evaluation activities for The Ottawa Mission.  He/She, in collaboration with program department managers, is responsible to provide direction on data collection, analysis, evaluation and metrics initiatives.

The DE Manager is responsible for providing both quantitative and qualitative data analysis as the organization requires. 

Major Responsibilities

  • Provide leadership in data collection, data analysis, program evaluation and metrics activities
  • Create and implement data strategy to further the programs overall effectiveness and efficiencies
  • In consultation with senior leadership, develops and implements overall agency evaluation framework and outcome measures for programs
  • In collaboration with senior leadership and program managers, provide overall data collection, analysis, and evaluation services across the organization
  • Manage departmental resources to support strategic and critical operational needs
  • Ensure data and evaluation activities are carried out to high efficiency and quality
  • Ensure data practice follows existing government legislations and standards set by the organization
  • Provide timely support so that the program departments accomplish their goals
  • Provide solutions for program managers in data collection and data extraction
  • Complete data reports for senior leadership and program managers
  • Coordinate evaluation activities within the organization
  • Work with community evaluators to continuously improve Ottawa Mission evaluation
  • Reviews each department with respect to efficiency in reporting processes
  • Provides recommendations on reporting processes to each department
  • Develop mechanisms in order to track, extract and review data

Other Requirements

Education

  • University Degree in Social Sciences or a related field
  • Masters Degree  or Undergraduate Degree with 2+ years of experience in community based evaluation

Experience

  • 3 – 5 years’ experience in data collection, analysis and evaluation
  • 2 – 3 years’ experience in project management
  • Minimum of two years’ experience working in the social service field
  • Experience in Project Management
  • Experience working in a non-profit, social services environment considered an asset

Qualifications

  • Strong skills in critical thinking, decision making and analysis
  • Strong skills in quantitative and qualitative data analysis
  • Excellent oral and written communication skills
  • Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint)
  • Strong organization skills and attention to detail
  • Self-starter with the ability to work with minimal supervision
  • Strong interpersonal and relationship building skills
  • Strong presentation skills
  • Good understanding of homelessness, poverty, mental health and addiction
  • Strong work ethics, good moral judgement
  • Bilingualism (French/English) considered an asset

Working Conditions

  • Standard office hours; occasional non-regular hours and days may be required
  • Primarily Office Setting within a Homeless Shelter
  • Must adhere to strident deadlines and be able to manage and respond to competing priorities
  • Must be comfortable working in a challenging environment that has the potential for confrontation and/or exposure to violence
