Since 1987, FCM has been working in partnership with the Government of Canada through GAC (Global Affairs Canada) to share Canadian municipal expertise with developing countries in order to strengthen local governance, service delivery, and international municipal relations. FCM’s Programs department is responsible for managing the organization’s externally-funded international programs and coordinating its international relations.

The Inclusive Municipal Leadership Program (PLMI) is a forty-month program.  The goal of this project is to ensure that citizens and elected officials have more influence over the management of local affairs in eight Tunisian municipalities. With technical support from Canadian municipal specialists, these municipalities will reinforce their ability to integrate the gender aspect into their day-to-day management practices. They will develop a better ability to provide women and the most vulnerable groups with inclusive and gender-specific services in partnership with civil society. This project will also provide support to various national institutions to create an environment that promotes the political involvement of women in the management of local affairs. The project is implemented in close collaboration with the Centre International de Développement pour la gouvernance locale innovante (CILG -VNG International).

Major Purpose:

Under the direction of the Social inclusion and Governance Programs Director, the Manager leads PLMI’s planning, implementation, monitoring and evaluation, in close collaboration with CILG-VNG International. S/he plays a key role in mobilizing Canadian municipal/association sector expertise to benefit Tunisian partners’ capacity development and to reach program objectives. The Manager will also represent the project with the Canadian government and other key stakeholders while protecting FCM’s integrity and reputation.


The Manager is accountable for PLMI’s overall performance and achievement of results. Within this responsibility, the Manager will:

  • Oversee the development of the program’s strategic orientation;
  • Supervise and coordinate the work of the project’s executing agency (CILG-VNG International);
  • Mobilize Canadian municipal/association sector expertise and coordinate the provision of Canadian technical assistance;
  • Lead PLMI’s annual planning process, including budgeting activities;
  • Work in partnership with CILG-VNG International to ensure high exposure of PLMI in Tunisia and in the broader region;
  • Develop and maintain good relationships with other FCM departments, provincial and territorial municipal associations, local governments in Canada and thematically-based networks, in order to support the achievement of PLMI results;
  • Contribute to the advancement of FCM’s strategic interests and future directions by identifying new opportunities and potential sources of new funding, while facilitating the development of strategic alliances, partnerships and networks;
  • Ensure an efficient provision of technical expertise in the project’s focus area.

Knowledge, experience and skills:

  • A Master’s degree in project management, Women’s Studies, municipal affairs, urban planning, international development or any other related field;
  • Five (5) to seven (7) years’ experience managing projects in international development, gender equality or municipal governance;
  • Strong capabilities for organizing, coaching, leading meetings and workshops;
  • Proven skills in budgeting, work planning, results-based management approaches, including reporting;
  • Proven experience in teamwork and in coordinating complex activities;
  • Good computer skills: Microsoft Office Word, Excel, database systems and other Internet applications;
  • Very strong public relations and interpersonal skills, including a strong sense of diplomacy;
  • Knowledge and demonstrated skills in municipal governance is an asset;
  • Understanding of the network of Canadian municipalities and of the expertise available within this network is an asset;
  • Prior experience in managing GAC projects, more specifically projects funded by Global Affairs Canada, will be considered an asset.

Language requirements:

  • Fluency in French (oral and written) is essential.
  • Intermediate level of English (oral and written) is required.
  • Knowledge of Arabic would be an asset.


  • This position requires regular travel to the country of intervention and possibly in the other countries of the region as well as in Canada.
