Reporting directly to the Executive Director, Business Services you will be responsible for leading the Human Resources team and activities of Scouts Canada to ensure that a competent and productive workforce is available now and in the future and that the organizational design of employees will support the Scouts Canada vision and strategic goals. The Director, Human Resources will also ensure that our work environment meets or exceeds Occupational Health and Safety standards enabling a safe environment for employees.  This position will also supervise the HR Advisor, HR Generalist and Facilities Coordinator.

Specifically, you will be responsible for:

  • Developing and implementing annual business plans and budgets aligned with organizational objectives and the strategic plan for HR and Facilities/Occupational Health & Safety.  Tracks and reports on progress against plan.
  • Providing leadership, coaching and direction to HR team and managers for their own development as well as that of their staff.
  • Creating the framework within which the Scouts Canada HR policies and programs developed in support of the organization’s mandate and its strategic objectives including an engaged, qualified, diverse and productive workforce.
  • Ensures timely and effective briefing of senior management on issues and trends affecting Scouts Canada HR and facilities and plays a proactive role in providing advice on strategies and new orientation to the organization, particularly as they pertain to performance and talent management. Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
  • Prepares reports, position papers and presents recommendations as required for the Board of Governors, specifically regarding performance management. Determines appropriate metrics and provides regular reports for HR and Facilities.
  • Ensures the delivery of operational services in the areas of engagement, recognition, recruitment, selection, job evaluation, compensation, total rewards, workforce planning, performance management, coaching and professional and development.
  • In collaboration with hiring managers, develops workforce plan by estimating, forecasting, and anticipating requirements, and approves new hires based on plan. 
  • Develops meaningful working relationships through timely and honest communications with staff to create a strong corporate culture linked to the organization mission and values.
  • Provides direction and guidance on attaining organizations performance management objective which shall include the development of sound performance appraisals, outcomes, measurements and career counseling.
  • In partnership with the Finance team, ensure that pension and benefits are well communicated and meeting the needs of employees through the review of experience reports, and periodic surveying of employees and market competitiveness.
  • Balances the needs of an aging building, legislative requirements and limited resources to proactively address the facilities. Reviews and approves third party contracts as required for maintenance and repairs.
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and provincial requirements; and oversees Occupational Health and Safety requirements ensuring legislative compliance.

Education, Experience & Skills

  • Highly experienced in the development and implementation of human resources business plans, policies and programs that are aligned with, and contribute to, the achievement of strategic corporate goals. Demonstrated understanding of compensation practices including market analysis and job evaluation.
  • Developed program and project management skills.
  • Demonstrated leadership experience in overseeing and/or implementing organizational change initiatives and programs including change management methodology.
  • Ability to provide value-added human resources advice to senior leaders regarding HR trends, initiatives and programs.
  • Ability to think strategically in order to help an organization realize its short term and long term goals.
  • Ability to leverage resources both within and outside the team to achieve human resources objectives.
  • A hands-on approach combined with a high degree of skill in mentoring and guiding staff, providing autonomy of action and developing supportive team members.
  • Practical and business-focused approach to problem solving.
  • Ability to communicate in both official languages (oral and written), would be considered an asset.

Education Required:                    

  • A university degree in a relevant field (Human Resources, Business Administration, Law, etc.)
  • A Certified Human Resources Leader Designation (CHRL), would be considered an asset.

Work Experience Required:

  • A minimum of 5-8 years progressive work and leadership experience at the intermediate level within complex environments.

  • Must remain discrete and maintain high levels of confidentiality
  • Must role model values of Scouts Canada including the Child and Youth Safety program.
  • PRC (Police Record Check) and VSS (Vulnerable Sector Check) required
  • Mandatory training requirement
