Senior Finance Officer, Budgeting

Overall Purpose/Broad Function

Budgeting

  • Collaborate and work with unit directors and program staff to establish and manage program and unit budgets.
  • Establish regular budget review process identifying budget variances and explanations. Investigate and prepare variance analysis to ensure efficient project financial management and compliance with donor agreement terms and conditions.
  • Coordinate with finance and procurement staff for resolution of program and operational budget and contracting issues.
  • Liaise with HQ and Country offices on operational and programmatic budget issues.
  • Review Quarterly forecasts and variance reports and ensure accuracy, completeness and reasonableness.
  • Work with Board software to ensure budget information is up to date and accurate.

 Proposal Development

  • Work in collaboration with finance, program staff, regional Finance Directors and ER staff to provide input, analysis and feedback on corporate/unit/grant donor funding financial considerations and components.
  • Establish and maintain standard costing system for program components in various countries/regions to facilitate proposal budget development and review.

 Donor Reporting & Compliance

  •  Monitor agreements for donor reporting requirements, ensuring compliance with financial policies restrictions.
  • Coordination with program units for the timely completion of financial reporting components.
  • Compile and/or review financial reporting components and variance analysis.
  • Ensure compliance with donor financial terms and conditions.

 Education/Professional Designations/Experience

  • Degree in business administration, commerce or accounting.
  • Minimum seven years in a finance/accounts department of an organization out of which at least 3-5 years should preferable be with an International NGO.
  • Solid knowledge of generally acceptable accounting practices, financial systems, and budgets, in an international context.
  • Experience working with foreign currencies.

Language Skills

  •  Fluent English; French would be an asset.

  • A team player who is personable, diplomatic and confident at dealing with people at all levels
  • Competent IT skills, i.e. Word, Excel advanced, and Outlook
  • Knowledge of Great Plains will be an advantage.
