Fred Victor is a not-for-profit, multi-service community-based organization that has assisted people living on low incomes in Toronto for close to 120 years. We work in partnership with women and men from diverse backgrounds who face poverty, homelessness, mental health issues, addictions, and/or social isolation to address their needs and hopes and advocate for a more equitable society. The 24-Hour Respite Drop-in is a low-barrier service for men, women and couples. The service includes meals and a safe space to build social connections. Enhance case management and housing support services are offered to clients who would like to participate. Health and harm reduction supports are provided on site as well as a connection and/or referral to appropriate services within the community. The position requires respect for, and expertise working with people who face barriers to service due to mental health, substance use, abuse, social isolation, immigration, unemployment/underemployment and history with the criminal justice system. The clients come from racially, culturally, and ethnically diverse backgrounds.  We serve people with pets. 



  • Provide leadership and oversight to the 24-hour Respite operation
  • Co-ordinate case management and housing services and lead client care planning
  • Monitor the collection of statistical data utilizing SMIS, Pirouette and other databases
  • Recruit, hire, train, supervise and coach staff
  • Stakeholder relationship management with funders, sector partners and city staff including supporting Fred Victor’s advocacy work in the housing, homelessness and health systems will be an additional area of focus
  • Develop and foster a constructive and dynamic staff team including opportunities to build knowledge and develop and implement effective strategies to serve clients
  • Work with other program areas of Fred Victor to coordinate provision of service to site’s clients
  • Represent Fred Victor and provide leadership within the homeless service sector, including increasing awareness regarding the issues faced by the homeless community
  • Manage the administration of the site by preparing and managing budgets, completing funder reports and preparing evaluation reports
  • Participate in the after-hours Emergency On-Call rotation
  • Carry out other duties as assigned by the Director



  • 5+ years of experience working in programs serving people experiencing homelessness
  • 2+ years of experience managing  case management teams
  • Experience with enhanced case management services, including housing services for people who experience poverty and who are homeless
  • Strong understanding of and commitment to harm reduction, client-centered, trauma-informed, and anti-oppression practices
  • Strong skills with leading, motivating and developing staff teams
  • Highly developed interpersonal skills including proven ability to communicate and maintain appropriate professional boundaries
  • Extensive client advocacy, crisis intervention and prevention, conflict resolution, and negotiation skills
  • Excellent written and oral communication skills
  • Experience working with regulated health professionals in multi-disciplinary teams
  • Thorough knowledge of legislation relevant to operating programs in the sector, including Ontario Works Act, Ontario Human Rights Code, Occupational Health and Safety Act, Employment Standards Act and other relevant legislation
  • Literacy in Word, Excel and client database programs (SMIS and Pirouette)
  • Knowledge of OPOC and OCAN an asset



Employee works in an open space with proximity to clients.  Travel outside to external meetings required. The program is a 24-hour facility and all employees must expect to be in potentially threatening situations.  It is an emotionally challenging position and at times a physically demanding job.  All applicants must be willing to work with animals and be proximate to animals.
