Executive Summary
Cecil Community Centre’s Board of Management (“Board of Management”) is undertaking the recruitment of an Executive Director, reporting to the Board of Management, to manage the day- to-day operations of the Community Centre and its employees.
While the Community Centre’s staff are employees of the City, City Council has delegated authority to the Board of Management for the overall management of the Community Centre and its employees in accordance with the City’s human resources policies and collective agreements.
Cecil Community Centre is a non-profit, multi-service neighbourhood centre serving the Kensington-Chinatown neighbourhood. The Centre offers a comprehensive array of recreational, educational, social, cultural, and capacity-building programs to the residents of the local area. For almost 50 years, the Centre has been a cornerstone of the lives of community members of all ages. Our Centre provides programs and services tailored to the diverse needs of children, youth, adults, seniors, individuals experiencing homelessness, and those affected by mental health challenges and substance abuse.
The Community Centre collaborates with a diverse range of organizations to enhance the well- being of the community by providing health and wellness initiatives, civic engagement opportunities, community organizing support, and fostering social connections. As one of ten Community Centres in Toronto managed, operated, and maintained by volunteer Boards of Management, Cecil House is part of the City of Toronto’s Association of Community Centres and subject to the same requirements as other City Service Agencies.
Association of Community Centres (AOCCs) are multi-purpose facilities that provide public spaces, programs, and services to meet the recreational and social needs of their local communities. Managed by volunteer Boards of Management, AOCCs were established and operate under delegated authority from City Council under the authority of the City of Toronto Act, 2006. A City Council-approved Relationship Framework outlines the relationship of the AOCC Boards of Management to the City of Toronto, the mandates, responsibilities, and expectations of each AOCC Board of Management, ensuring transparent and accountable management. The Relationship Framework designates the City’s Director of Community Resources within the Social Development, Finance and Administration (SDFA) Division as the central liaison between AOCCs and the City.

Programs and Community Services, Director, Strategic Initiatives, and Executive Assistant. Overall team of 40 employees, ~50 volunteers.
Location: 58 Cecil Street, Toronto, ON M5T 1N6 Compensation: $115,000 – $120,000, plus a comprehensive benefit and vacation
package. Compensation will be determined commensurate with experience.

The Opportunity
As the Executive Director, you will oversee the effective administration, financial stability, and daily operations of Cecil Community Centre. Reporting to the Board of Management, you will lead an organization of approximately 40 employees and 50 volunteers, managing an annual budget of $1.3 million. Another key aspect of this role is maintaining and strengthening the Centre’s relationship with the City of Toronto and other key funders.
The ideal candidate will play a pivotal role in shaping long-term policies and programs, driving revenue generation to support sustainable growth, approving and monitoring budgets, and leading a talented team dedicated to fostering a vibrant and inclusive community.

Governance and Strategy
• Work with the Board, City, staff and key partners to establish and achieve the mission,
vision, and key strategic goals of Cecil Centre that align with the City’s priorities
• Advise and provide guidance in preparing and developing strategic planning that
addresses identified community needs and available resources, with recommendations
on feasibility and timelines.
• Consult with the Board, City staff, the Ward Councillor, employees, volunteers, and
stakeholders to determine priorities, establish strategic objectives, and formulate
programs, policies and procedures.

• Work with the Board to evaluate, revise, and develop policies and best practices to ensure
compliance with current legislation, the City of Toronto, and other regulatory and
legislative requirements.
• Provide support and leadership to Board members, including orientation, preparing
reports, agenda construction, and communication between Board, City and staff,
maintaining confidential material, implementing Board decisions and identifying issues
and ways to address the Association of Community Centres.
Program and Service Delivery
• Develop and execute the annual operations plan required to achieve key agency goals in
line with the strategic plan and oversee the development of departmental and individual
work plans aligning with the strategic plan.
• Lead and oversee the provision of needed programs and services for children, youth,
adults, seniors, and newcomers.
• Promote diversity, equity, and inclusion through all the agency’s programs and services.
• Identify emerging needs, new communities, initiatives, and innovations in collaboration
with community members and stakeholders. Design and build new programming with
existing and fresh resources.
• Ensure the development of targets and measurement criteria to evaluate the
effectiveness of programs and services.
• Ensure appropriate automated systems are in place to enhance, develop, and implement
effective data management services to ensure that essential information is available to
meet programs’ analytical and reporting needs and to facilitate the agency’s
management, financial and human resource administration, membership, and funding.
Leadership and Management
• Provide strategic direction and leadership to the management team and unionized staff,
which includes recruitment, training and development, performance management (e.g.,
staff evaluation, progressive discipline), labour relations, and health and safety.
• Lead, support, and inspire the staff team, ensuring effective teamwork, high standards of
work quality, organizational performance, and continuous learning.
• Manage labour relations matters (e.g., disciplinary measures, grievances, terminations)
by applying the relevant City of Toronto and Cecil Centre human resource policies,
legislation, and collective agreement provisions.
• Respond to the union and be available to represent Cecil Centre and the AOCCs in the
collective bargaining process.

Financial and Facilities Management
• Develop and administer the annual budget in partnership with the Director, Finance &
Operations, and in consultation with the City’s Financial Planning Division, and provide
leadership to management staff to ensure expenditures are maintained within City
Council-approved budget limits.
• Ensure timely preparation and submission to the City of annual audited financial
statements
• Liaise with various levels of government, corporations, foundations, and private donors
to sustain and enhance agency financial resources.
• Identify and pursue additional revenue streams for the long-term financial stability of
programs and services.
• Maintain and strengthen positive relationships with key funders and donors, including the
City of Toronto, United Way, and a wide range of key community partners and
stakeholders.
• Liaise with the City to maintain the building in good working order and a good state of
repair by issuing appropriate work orders when building maintenance and repairs are
required.
Community Engagement, Fundraising, and Awareness
• Create and maintain a positive image of the agency with key community partners and
raise the agency’s profile both in and outside the community.
• Participate in Cecil Centre programs, services, and events to build and foster meaningful
relationships with community members.
• Pursue additional fundraising methods such as special events, direct asks, rentals,
program fees, and grant applications to governments, foundations, and corporations.
• Respond to inquiries, issues and concerns arising from the Board, staff, service users,
funders, regulators, community partners, elected officials and the media.
• Prepare reports for the Board and funders, correspondence, and response to enquiries,
and make presentations to community stakeholders as requested.
Qualifications & Competencies
Must have:
• Post-secondary education in nonprofit management, public or business administration,
or a related discipline, or the equivalent combination of education and experience.

• Leadership experience in the key functional areas of relationship-building, strategic
planning, financial management, public relations, fundraising, and operations.
• Experience developing, implementing, monitoring, and evaluating community services
and programs.
• Experience supervising and managing staff with the ability to motivate and build a
cohesive and high-performing team.
• Experience working with unions, collective agreements, and grievance management
• Experience promoting and implementing diversity, equity, and inclusion strategies and
driving organizational change.
• Interpersonal, human relations, conflict resolution, and problem-solving skills to interact
and communicate effectively with the Board, different orders of government, businesses,
and community organizations and groups.
• Advanced written communication and analytical skills to write grants, program proposals,
and reports.
• Comprehensive knowledge of community development and empowerment principles
and neighbourhood-building strategies to engage individuals of all ages, particularly those
marginalized by society and most at risk socially, emotionally, economically, and
physically, and those with mental health concerns.
• Knowledge of government policy issues impacting the operation of a multi-service
organization to provide a broad range of public services to the public.
• A Vulnerable Sector Screening (police reference check) is required by the successful
candidate prior to commencing employment.
Considered an asset:
• Knowledge of the Kensington-Chinatown neighbourhood and its community
infrastructure.
• Ability to speak one or more languages of the cultural communities in Cecil Community
Centre’s catchment and familiarity with the community cultures.
• Experience working with municipal or other levels of government and working within
diverse cultural communities.
• Knowledge and understanding of relevant policies and government legislation, including
the Occupational Health and Safety Act, Ontario Human Rights, and Accessibility for
Ontarians with Disabilities Act.
