We are seeking a strategic and compassionate leader to oversee Elizabeth Fry Toronto’s housing portfolio, including our supportive housing building and a range of housing-focused programs for women and gender-diverse individuals involved in the criminal justice system.
Reporting to the Director of Programs, the Manager – Housing Programs will ensure trauma-informed, evidence-based, and responsive service delivery across the housing continuum. This role involves staff supervision, collaboration with property management and maintenance teams, oversight of intake, tenancy, eviction prevention, compliance with legal and funding requirements, and direct engagement with clients and community partners.
This role will appeal to someone with a strong understanding of supportive and transitional housing, tenant rights, and housing equity, who is passionate about reintegration, community-based supports, and building sustainable pathways to housing stability. Key Responsibilities

- Lead the day-to-day operations of Elizabeth Fry Toronto’s housing-focused programs, including supportive housing services.
- Supervise a team of housing and tenancy staff, including onboarding, coaching, and performance evaluation.
- Coordinate intake, tenancy support, income verification, and eviction prevention strategies.
- Oversee rent calculation, arrears tracking, and liaise with finance and external agencies on subsidies and payments.
- Ensure compliance with the Residential Tenancies Act, Housing Services Act, and related legislation.
- Collaborate with facilities and maintenance teams to ensure safe, well-maintained housing environments.
- Lead risk assessments and support clients through crises in a trauma-informed and culturally safe manner.
- Foster relationships with Coordinated Access, legal clinics, funders, and other community partners.
- Analyze and report on service data to support program evaluation, compliance, and continuous quality improvement.
- Education: Undergraduate degree in Social Work, Housing, Community Services, or a related field.
- Experience: Minimum 5 years of experience supporting marginalized individuals, including criminalized women and gender-diverse individuals.
- Supervision: Minimum 3 years of supervisory experience (preferably in unionized settings).
- Knowledge: Strong knowledge of housing systems, the Residential Tenancies Act, eviction prevention, and subsidized housing.
- Commitment: Trauma-informed, feminist, anti-racist, anti-oppression, and harm reduction practices.
- Understanding: Knowledge of the intersection between housing instability and criminalization.
- Skills: Case consultation, staff mentorship, and program development.
- Technical: Proficiency in budgeting, data tracking, client information systems, and Microsoft 365.
- Communication: Strong communication, problem-solving, interpersonal, and crisis intervention skills.
- Availability: Flexibility for evenings and weekends as needed.
- Languages: Bilingual in French or other languages is an asset.
- Travel: Ability to travel between offices and community locations.
- Clearances: Successful police background check is a condition of employment.
- Primary work takes place at Elizabeth Fry Toronto housing sites, with occasional travel to community-based meetings or tenant residences.
- Occasional evening and weekend hours are required to address housing crises or provide after-hours support.
- Regular exposure to urgent housing issues including conflict resolution, pest management, arrears recovery, and maintenance concerns.
- Participation in the agency’s leadership on-call rotation.
