Elizabeth Fry Toronto delivers gender-based, trauma-informed services and advocates for justice and equity for criminalized women, trans, non-binary, and Two Spirit people, as well as their families. We envision communities where women and gender-diverse people are not criminalized. Our work is grounded in an anti-oppressive, anti-racist, intersectional feminist, abolitionist framework and guided by our values of Compassion, Equity & Inclusion, Excellence, and Accountability. We support the empowerment and well-being of criminalized individuals through responsive, client-centered programs that address the complex and systemic barriers they face. Our services are rooted in trauma-informed and harm reduction practices, assisting people at various stages of involvement in the criminal justice system.
We are currently seeking a Manager for the Phyllis Haslam Residential Program. This is a transitional residential program for women exiting federal incarceration, supporting their reintegration into the community. The program offers 24-hour support to residents and requires a dynamic and experienced leader who can ensure the program’s operational success while complying with Correctional Services Canada (CSC) regulations. The Manager will supervise a team of permanent and casual staff, ensuring a safe, supportive, and trauma-informed environment for all residents.

Key Responsibilities
- Program Oversight: Manage the daily operations of the 24/7 Phyllis Haslam Residential Program, ensuring compliance with CSC's Statement of Work and organizational objectives.
- Staff Management: Supervise, mentor, and support a team of permanent and casual staff; ensure adequate staffing for after-hours coverage.
- Reintegration Support: Lead efforts to support residents in their reintegration journey, including providing access to housing, life skills training, and external support services.
- Partner Engagement: Develop and maintain strong relationships with external partners, including correctional facilities, government agencies, and community organizations.
- Financial Oversight: Monitor and manage the program budget, ensuring compliance with financial guidelines and effective use of program funds.
- Crisis Management: Address safety concerns, legal issues, and crisis interventions, escalating issues as needed.
- Documentation and Reporting: Maintain accurate case files, prepare program reports for internal and external stakeholders, and track key performance indicators to ensure program success.
- Education: Undergraduate degree in Social Work, Housing, Community Services, or a related field.
- Experience: Minimum 5 years of experience supporting marginalized individuals, including criminalized women and gender-diverse individuals.
- Supervision: Minimum 3 years of supervisory experience (preferably in unionized settings).
- Knowledge: Strong understanding of the criminal justice system, particularly as it relates to women and marginalized groups, and experience with CSC compliance and reporting.
- Commitment: Trauma-informed, feminist, anti-racist, anti-oppression, and harm reduction practices.
- Understanding: Knowledge of the intersection between housing instability and criminalization.
- Skills: Case consultation, staff mentorship, and program development.
- Technical: Proficiency in budgeting, data tracking, client information systems, and Microsoft 365.
- Communication: Strong communication, problem-solving, interpersonal, and crisis intervention skills.
- Availability: Flexibility for evenings and weekends as needed.
- Languages: Bilingual in French or other languages is an asset.
- Travel: Ability to travel between offices and community locations.
- Clearances: Successful police background check is a condition of employment.
- Evening and weekend availability required.
- After-hours response as part of a rotating schedule.
- Some travel between housing sites and external community locations.
- Exposure to crisis situations requiring de-escalation and intervention.
- Office and on-site work in a high-demand, 24/7 environment.
